On : 12.1.3 version, GST
While opening India Tax Details form, on PO receipt, following error occurs : Message dictionary could not open the ja application message file. Cannot open file ../appl_dev/apps/apps_st/appl/ja/12.0.0/mesg/us.msb.

Message dictionary could not open the ja application message file. Cannot open file ../appl_dev/apps/apps_st/appl/ja/12.0.0/mesg/us.msb.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Purchase Order with GST, and approve it.
2. Create a Receipt to receive the items into inventory.
3. Pull up India Tax Details form on the receipt, to add/modify/confirm the taxes
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot confirm the taxes on receipt and receive the items.
