Not Able To Download Tests In Application Diagnostics Page Of OAM (Doc ID 2563027.1)

Symptoms

On : 12.1 or 12.2 version, Patch Application Issues

After successful completion of test report, trying to download the test report,however while downloading or viewing the diagnostic  test, it throws below error,

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click on application diagnostics responsibility
2. submit the diagnostics report -> completes successfully
3. Click on download


Changes

 Applied January 2019 CPU patches after that started facing this issue.
