Cannot Insert New Lines Using Bulk Import of Price Lists (Doc ID 2563834.1)

ACTUAL BEHAVIOR
While importing lines in price list table using "QP: Bulk Import of Price List" program,
only existing line is getting updated for the same item but no new line(s) with different start and end dates is getting added for the same item.

EXPECTED BEHAVIOR
Expects all lines populated in the interface tables to be inserted into the price list.

STEPS
The issue can be reproduced at will with the following steps:
1. Populate the pricing interface tables
2. Gather statistics on the interface tables.
3. Run QP: Bulk Import of Price Lists
