Problem Statement:
FPS erroring when a negative adjustment is added for Postgraduate Loan element.
Postgraduate, Loan The Total Postgraduate loan repayment
recovered to date for assignment XXX must be greater than or equal to zero.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Create an employee
- Attach PGL and run payroll
- Adjust the value to negative value and run payroll
- Run FPS.
