System Not Able To Filter The Accruals For A Particular Customer By 'Current Year' (Doc ID 2565234.1)

Symptoms

On : 12.1.3 version, CLAIMS

System not able to filter the accruals for a particular customer by 'Current Year' 

On the associate earnings detail screen, when looking for customer accruals to associate the amounts with Trade management claims.
The values are retrieved when using the filter criteria as 'All Years', however values are NOT are not returned by 'Current Year'

This is causing performance issues for a few customers which have large number of records.
The system gets timed out giving 'Internal Server Error' sometimes.
Moreover, earnings for previous years are NOT required to appear in the search, since they are already associated and no longer needed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Trade Management User -> Trade Planning -> Offer
2. Associate earnings detail screen -> filter criteria as 'All Years'
3. system gets timed out giving 'Internal Server Error' sometimes.
