Loan Workflow Approval Errors When Performing Action via Notification Window (Doc ID 2567021.1)

Symptoms

When approving a loan from the workflow notification, the following error is returned:
"ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired ORA-06512: at "APPS.WF_NOTIFICATION", line 10731 ORA-06512: at line 1".
 
The loan approves properly from the Loan Dashboard> Approval form.
