Encounter SMTP Server Error 553 5.1.2 And Workflow Email Notifications Fail (Doc ID 2567532.1)

On : 12.1.3 version, Generic Service Component

Experiencing a problem with the workflow mailer where all e-mails are not being processed and are marked as "FAILED" in wf_notifications table; the current workaround to get emails sent is a scheduled "Resend notifications" concurrent program every 5 minutes.  Would like to understand why emails are not being processed automatically.

The issue can be reproduced at will with the following steps:
a. Workflow Administrator Web Applications Responsibility.
b. Workflow Manager.
c. Click on the Notification Mailers icon.
d. Click on Workflow Notification Mailer link.
e. Click on Edit.
