Cannot Update Location Name Field In Add Customer Form OEXOEINL 12.2.X (Doc ID 2567755.1)

Symptoms

On : 12.2.8 version, Customer Usage

ACTUAL BEHAVIOR
---------------
The field, LOCATION, on the Add Customer form (OEXOEINL) in non-updateable in 12.2.8. This is grayed out. However, in 12.1.3, this field can be updated.
It is possible to insert a value using the Help > Diagnostics > Examine, but this is not workable in a Production environment.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to input the Location field on the Add Customer form, just like in 12.1.3

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter Order Management responsibility
2. Navigate to a new Sales Order
3. Click on 'Add Customer'
4. Location is grayed out and not updateable
