Error When Saving or Booking Sales Orders - ORA-29273 HTTP request failed ORA-12535: TNS: operation timed out (Doc ID 2567759.1)

Symptoms

When saving sales orders, get HTTP XML request error message.

We have just installed the java web start on a new EBS instance. Upon creating an order and saving the one line we entered, it spins for a long time and then we got the error message:

ERROR
Error: For the currency USD, there is either no exchange
rate for currency CAD defined or it is not applicable for
21-JUL-19. (TRX_CURRENCY_CONV_DATE=21-JUL-19)


Error: Error during sending of XML request
document ORA-29273 HTTP request failed
ORA-12535: TNS: operation timed out




STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench, Order Organizer > Query Sales Order > Line Items tab >
3. Main Tab > Enter the line details > Save or try to Book > receive Error
