On 12.2.7 version,
When attempting to login EBS for re-enable user,
the following error occurs:

The issue can be reproduced at will with the following steps:
1. Disable user
2. Upgrade to EBS 12.2.7
3. Re-enable user
4. Login Error out.

The issue has the following business impact:
Due to this issue, users cannot login EBS successfully.
