EXPECTED BEHAVIOR

When-VALIDATE-RECORD should fire on the third party registration form for block REGISTRATIONS_ASSN
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to third party registration form
2. Track the Custom Events (Help -> Diagnostics -> Custom Code -> Show Custom Events)
3. Save a new third party Registration record
BUSINESS IMPACT

Unable to create personalization to restrict duplicate PAN Numbers in third party registration.
Wrong Tax Reporting leading to Tax Compliance issues
