Foreign Language Notes Show as ???? in 12.2.7 Advanced Collections (Doc ID 2568133.1)

Symptoms

When entering notes in Advanced Collections in 12.2.7, in a foreign language (like Chinese characters for example), the notes show as '?????', instead of the actual special characters.


Steps to Reproduce:

Responsibility: Collections Agent
Navigation: Collections > Notes

  1. Create a note that contains special characters for a foreign language.
  2. Upon saving, the special words with special characters become '??????'
