Symptoms

On : 12.1.3 version, State Periodic Wage Listing (Enhanced) SPWL

When attempting to submit a single Government Reporting Entity (GRE) for the State of New York ends in error/incomplete in the MAG XML.

Other GRE's with New York SUI wages finish without error

The issue can be reproduced at will with the following steps:
1. Applied Quarter patch for SPWL
2. Submit the State Periodic wage listing (SPWL) for 1 GRE for New York
3. Observe the error

The issue has the following business impact:
Due to this issue, users cannot submit the GRE with < 1000 assignments to the State of New York with a legislative due date one month from the end of the quarter
