Error "Registration Number for same registration type can not be duplicated" While Saving Third Party Registation form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Define third party registration
  2. Pick the regime,first part registration number as PAN and provide the value
  3. Save the form and the error appears
