Punchout CXML Gives Error With Status Code 400 (Doc ID 2569147.1)

Symptoms

On iProcurement 12.1.3 when attempting to connect to a new Punchout, the following error occurs:

The connection to the supplier website cannot be established.

Error Code: 400 Invalid XML Format In Login Response Document
Unable to parse the Login Response XML.

STEPS

The issue can be reproduced at will with the following steps:
1. Setup new Direct punch-out in iProcurement Catalog Administrator
2. Go to iProcurement and attempt to connect to punch-out
3. Error occurs


Due to this issue, users cannot connect to the punch-out
