PORELGEN: Create Releases Completes With Error: The accounting date is not in an open encumbrance period (Doc ID 2570578.1)

On : 12.2.7 version, Accounting related

When attempting to run the Create Release program for creating Requisition with source document number as BPA, 
the following error occurs.

ERROR
Requisition XXX Line # 1 The accounting date is not in an open encumbrance period.
Requisition XXX Line # 1 The accounting date is not in an open encumbrance period.
Requisition XXX Line # 1 The accounting date is not in an open encumbrance period.


STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Navigate to Purchasing Responsibility
2. Created a BPA for Item : XXXXX with supplier 'YYYY' and site 'ZZZZZ'
3. BPA YYY Approved.
4. Create a requisition XXX for the same Item : XXXXX with Source Document reference as the BPA YYY
5. Requisition Reserved, Approved with GL date 15-FEB-2019
6. Closed the PO and GL period for FEB-19
7. Set the profile option - PO:Validate GL Period - Redefault at user level
8. Run the Create Release program
9. Create release program
10. Got the following error :
      Requisition 591 Line # 1 The accounting date is not in an open encumbrance period.
