ACTUAL BEHAVIOR
---------------
Manager Cannot View any Plans in The Performance Management Task List. Performance Plan is using Position Hierarchy.

Issue occured after upgrade from 12.1.3 to 12.2.8.


EXPECTED BEHAVIOR
-----------------------
Expected that Manager be able to view the Performance Plan in Task List.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a new Plan through Copy previous plan and publish

2. Login with Manager Account

3. Go to Manager Self-Service

4. Navigate to Performance Management

5. No Performance Plan is displayed
