Symptoms

When attempting to Change owner from install base user responsibility ,
the following error occurs.

ERROR

IB Error - "Internal Error API returned error without error message."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Apps
2. Navigate to Oracle Installed Base Agent User (R)
3. Change owner
