Offer Being Applied When the UOM is Different from Price list UOM when Pattern Search Engine is Enabled

On : 12.2.6 version, Price List
Offer with Product Type "All Items" with a different UOM than Price list UOM applies and should not be applied.
Since we activate the Pattern search engine we have some issue with offer being apply when the UOM was different from Price list.

But it looks like that the fix is not working for offer that the product type is All Item.
For those, we have the same issue. The offer is apply even if it's not the same UOM of the price list.
Expect the offer to not apply if it does not have the same UOM
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Enter an order line. Save.
Find that modifier with a different UOM is applied.
