Accounts In Receiving Option Setup Saving Without Complete Segment Values (Doc ID 2573085.1)

Symptoms

Actual Behavior

While checking accounts for Receiving Transactions, it was found that there are missing Account Segments in Receiving Option Setup for Receiving Inventory Account and Clearing Account.
Accounts can be saved with missing (or NULL) segments.

Expected Behavior

Expect the application to validate the setup and verify the accounts were setup correctly.

Steps

The issue can be reproduced at will with the following steps:
1. Purchasing > Setup > Organizations > Receiving Options
2. Remove complete segment value from one of the account definitions
3. Hit 'Enter' key
4. Message from webpage:
5. The changes you made to this page have not been saved. If you continue,
  the changes will be discarded. Do you wish to continue?
6. Click OK

Also:
Receiving Inventory Account:
Remove value 000 from the second segment
Click on the 'Go' button
Value shows saved and shows with missing segment
