Italy Localization : Non related bollo line automatically added onto invoice (Doc ID 2573430.1)

Goal

For few transactions found that 
a. New invoice line as LINE_TYPE=LINE automatically added while completing invoice
   and 
b. Another line is added later by CLE: Bollo line Insertion Program 

Because of this, these transactions are having duplicate bollo line.
