Close the job

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Responsibility Work In Process (WIP)
2. Click on Discrete > Close Discrete Jobs > Close Discrete Jobs form
3. Try to close job xxxx
