Error "Item And EA Not On Price List" While Creating Order Through Copy Order Option

Symptoms
When attempting to create an RMA form an existing order using the
copy functionality the following error occurs.
ERROR
Process Message:
Error "Item" and "UOM" not on "Price List" while creating order through Copy option.
NOTES
Per review the the Price list and the item are in the Price list with the UOM = EA.
Error does NOT occur when copying regular orders to regular orders only when copying to return (RMA) Sales Orders.
STEPS
1. Responsibility: Order Management Super User
2. Order Organizer > Query Existing Sales Order XXXXXXXX
3. Actions > Copy > RETURN
4. Process Message: Error RMA Order XXXXX
