Symptoms
ACTUAL BEHAVIOR
---------------
After applying <21239742:R12.PON.D> patch, user is able to to submit a new RFQ (Request for Quotation) with suppliers that do not have FND user.
But now, when user is trying to create a surrogate quote he is not able to find the invited supplier as they do not have the user.
EXPECTED BEHAVIOR
-----------------------
All the invited supplier name should be listed down for creating surrogate quote.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as a buyer
2. Open sourcing responsibility
3. Search RFQ
4. Status: Closed (unsealed)
5. Action: Create surrogate quote
6. Select supplier
7. User is not able to find one of the supplier
