SR Charges Throwing Error While Submitting The Service Charge (Doc ID 2579343.1)

Symptoms

On : 12.2.6 version, Charges UI, APIs, and schema

When attempting to submit charges,
the following error occurs but proceeds with submission.

ERROR
-----------------------
This item(XXXXXXXXXXX) is not Installed Base Trackable. For an item to be IB Trackable, the "Comms_nl_trackable_flag" needs to be set to "Y" for the combination of Inventory item (999999999) and Inventory Master Organization ID (99999) passed. Please check the item definition.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit Charges
2. The error appears but proceeds with the submission.
   This error is misleading and should only be a warning.
