ACTUAL BEHAVIOR
---------------
In Third party registration users have end dated PAN number for null site of vendor and created a new entry of PAN number. 

Now when the user is trying to enter new PAN on particular site of vendor then it automatically set the old PAN which is end dated on particular site and it has frozen the field for update and the user cannot change it.
 


EXPECTED BEHAVIOR
-----------------------
The New PAN Number should get defaulted for the new site record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

(N)->Oracle Financials for India

Third Party Registration Setup.

Query the record.
End Date old PAN number
Enter New PAN number
Define Third party Registration setup for a new site.
Observe that Old PAN is defaulting.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot file the TAX returns as it is defaulting the Incorrect PAN
