R12: AP: Who Columns are not Updating Properly while Updating Supplier Site on Supplier Screen (Doc ID 2580005.1)

Symptoms

There are two supplier sites A and B, sharing the same location.
When update site A's information from Supplier Screen (tax code or classification for example), the who columns(last_update_date,by,last_update_login,etc) of AP_SUPPLIER_SITES_ALL for site A and B both got updated.

A similar problem has been reported as follows, but applying the Patch 18667499 does not solve the problem on the Supplier Screen.
