Symptoms

On : 12.2.6 version, Accounting related

ACTUAL BEHAVIOR
Encumbrance Detail Report (XML) returns 'NO DATA FOUND' when select a range
of account in report parameter "Accounts From" and "Accounts To".

EXPECTED BEHAVIOR
Expect Encumbrance Detail Report (XML) to return output.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Navigate to Purchasing Responsibility
2. Run the program 'Encumbrance Detail Report (XML)'
3. Parameter :
Accounts From: xx.yy.zzzz....
To: xx.yy.zzzz....
3. No data found
