SYMPTOMS

When approve WC if the approver doesn't insert a comment, the action History insert the
comments from the header of the WC.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create WC
2. Enter comment
3. Sent for approval
4.The 1st Approver approve (without inserting any comment)
5.The 2nd Approver enter a comment and Approve
6.The comment inserted by the buyer is displayed for all approvers in Approval History
