The issue can be reproduced at will with the following steps
1. Navigate to Credit Managemnt super user responsibility.
2.Create Credit Application.
3.Credit Review type Manual Review (Issue happening with Review_type:ORDER_HOLD).
4.Run the workflow back process for credit application.
5.Workflow failing with error.
