Changing The Outcome From SPO to CPA Gets Unable To Perform Transaction On The Record (Doc ID 2580340.1)

Changing the outcome from SPO (Standard Purchase Order) to CPA (Contract Purchase Agreement) in a RFQ (Request for Quote) copied from a RFI (Request For Information) with no lines receives the message:

Unable to perform transaction on the record.
Cause: The record contains stale data. The record has been modified by another user.

Action: Cancel the transaction and re-query the record to get the new data.
