Symptoms
On : 12.2.8 version , After applying July CPU 2019 patch
While deploying a seeded API as Rest Webservice is giving error.
ERROR

"Error encountered in remote method.oracle.apps.fnd.isg.common.error.ISGException : Error in updating Exception Info for class name = FND_RESPONSIBILITY_PKG java.sql.SQLException : ORA-12899: value too large for column "APPLSYS"."FND_SOA_SERVICE_DT_ERRORS"."OPERATION" (actual: 2425, maximum: 30) "

The issue can be reproduced at will with the following steps:
1. Deploy seeded API FND_USER_PKG using below command

Due to this issue, users cannot consume E-business API as Rest Webservices.
