GB BIK Car And Car Fuel Refund Not Possible When New Calculated Cash Equivalent is 0 (Doc ID 2580604.1)

Symptoms

Problem Statement
GB BIK Car and Car Fuel correction
 
The element GB BIK Car and Car Fuel was added to an employee on 6th April and the correct Cash equivalent value was calculated and the tax added as expected etc. However, they later found out that the employee was making a personal contribution and this had not been added in April. This was added and saved as a correction. The contribution actually brought the cash equivalent down to 0 and May correctly calculated this. However, the value which was added to their taxable pay in April was not refunded. Where other changes are made, such as a change to the list price, or the Benefit End Date which also result in a change to the cash equivalent, then this will be refunded across the remaining periods so users expect this to also be the case for this.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Add GB BIK Car and Car Fuel entry
2. Run April quickpay
3. Correct Private Use Payment
4. Run May quickpay
