Certification Required by Rule not Working for Suspended and Interim Enrollments (Doc ID 2580909.1)

Employee is enrolled in Spouse Supplemental Life in the amount of 50000.
Certification is already received and there are no pending action items.
Process a subsequent life event to increase the amount for Spouse Supplemental Life enrollment to 55000.
Action item was triggered instead of certification already received.

Since certification was already received, no new action item should be triggered for certification.

The issue can be reproduced at will with the following steps:
1. Enroll in Spouse Supplementaql Life for 50000.
Min is 5000
Max Without Certification 50000
Max 300000
Increment 5000
Certification is already received; Date Received and Effective Start Date 15-Jan-2019
2. Process a subsequent life event as of 01-Feb-2019.
3. Increase the amount for Spouse Supplemental Life enrollment to 55000.
Action item was triggered.
In dependent beneficiary designation the certification was triggered with received date.
Proof of Dependent Relationship certification type now shows Date received 15-Jan-2019 and Effective Start Date 01-Feb-2019
