Incorrect Cycle Count task type on Recount (Doc ID 2581228.1)

Symptoms

On : 12.2.7 version, Rules Engine

ACTUAL BEHAVIOR
---------------
Incorrect Cycle Count task type assigned on clicking on recount in "Cycle Count Approval Form"

EXPECTED BEHAVIOR
-----------------------
Cycle count task type should not be updated on recount, if the task is associated with a user task type. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create 2 different cycle count task types CC1 and CC2
2) Create 2 different task type assignment rules for cycle count task types CC1 and CC2. CC2 is having higher weightage.
3) Define cycle count header and executed it.
4) Cycle Count Tasks are generated with task type as CC2.
5) Enter discrepant quantity in cycle count entry form and save
6) go to cycle count approval form and click on recount and save .
7) Task is getting updated to task type as CC1 .
