Implementing GTM Deliveries - How to Hold the Sales Order Before Ship Confirm? (Doc ID 2581642.1)

Goal

We are using Oracle EBS and working toward implementing GTM deliveries, and we have a couple questions.

1) When triggering a pick release a delivery number is generated and a program is run to send the delivery to GTM for screening.
1a) Is there a way to trigger the screening prior to creating the delivery so that we are not picking product where the order did not clear screening? (Note: An example would be the way orders are credit checked. The order is not able to be picked unless the order has already cleared credit checking - could something similar be done to do the screening for GTM and not allow the order to be pick released until the delivery clears screening in GTM?)
1b) Is there a way to physically stop the order in the system prior to ship confirm? We would like the order to be stopped prior to pick release. However, if that is not possible, can it be stopped during the Transact Move Order process rather than waiting until Ship Confirm to stop the transaction in Oracle?

2) When sending Oracle sales orders to GTM, we are able to segregate by Order Type, and only send Export orders to be screened in GTM. Is there a way to segregate the deliveries in order to only send export deliveries (deliveries that belong to our export order types) to GTM for screening, and thereby skip sending Domestic deliveries where the sales orders were never screened and the deliveries do not need to be screened either?
