Claim Approval Email Doesn't Include "notes/comments" (Doc ID 2582793.1)

Symptoms

On : 12.2.3 version, CLAIMS

ACTUAL BEHAVIOR
---------------
Claim approval email doesn't include "notes/comments" in second and higher level approvals

EXPECTED BEHAVIOR
-----------------------
Expect that whatever be the level of App rover ,the email notification should contain the notes/comments

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to Applications
2. Go to Claim Analyst responsibility
3. Navigate to Claims and Open Claim
4.In Settlement tab ,add comments
5.Summit Claim for approval

Observe that the comments added in the settlement tab are available in first level  but not in subsequent level
