Create Project With Task Using SOA Gateway Causes Error (Doc ID 2583126.1)

Goal

A WSDL with the internal name: PA_PROJECT_PUB Service: Create Project was deployed per Doc ID 1311068.1 in the Section 7.1. This is a Seeded service which can be found if navigating under Projects Suite->Projects->Project and in the interface list Project Definition.

IF the ("P_TASKS_IN": {"P_TASKS_IN_ITEM":[]) is left blank then this WSDL works, but when anything like "P_TASKS_IN": {"P_TASKS_IN_ITEM":[{"PM_TASK_REFERENCE":""}]} null or with a value is added then the api errors out with PA PA_INV_PARAM_PASSED.
