Unable To Create A Job Orders - Impacting Shipments.

Symptoms
PREVIOUS ISSUE
When attempting to create a job for one item manually or automatically via the AutoCreate Final Assembly Orders program , the following error would occur.
"If the component is assigned to a non-existing operation 1, then the same component but of a different basis type cannot be assigned to the minimum operation, because the merging of the component quantity would fail."
CURRENT ISSUE
Today, jobs are getting created for the problematic item but without components. No errors occur.
STEPS
The issue can be reproduced at will with the following steps:
1. Create a discrete job via Discrete Jobs form or AutoCreate Final Assembly Orders for the * item, we tried to delink and create new * item but still getting the error.
2. Job failed to be created due to the above error.
