Clicking On Attachment Link In SSHR Email Notification Gives Error: ORA-01840: input value not long enough for date format (Doc ID 2583404.1)

When attempting to click on the Attachment links for any HRSSA related transactions from email notifications,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit any HR related transaction that needs approval with attachment (Example: Submit a Leave of Absence)
2. Approver receives an email and opens it.
3. In the Notification there is a Attachment link with file name, click on it shows ORA-06512 Error.

IMPORTANT NOTE:
1. Open the same notification from Worklists using Oracle Application Home page - No Error.
2. Issue happens for all HRSSA transaction while opening the attachment from email.
3. When the approver approves the notification the transaction gets committed without any issue , its only while opening the attachment from email gives error.
