The API gme_api_pub.release_step is Returning E for Error When Called After Other API's (Doc ID 2583475.1)

Symptoms

On : 12.2.8 version, API Issues

When calling the gme_api_pub.release_step API after calling a few other GME APIs, the release step API is ending in error. This occurs when there is an Automatic by Step consumption ingredient linked to the step

Status API release_step: E

 

The ReleaseStep debug log file ends with:
GME_transactions_PVT.PROCESS_TRANSACTIONS:Calling INV_TXN_MANAGER_PUB.process_transactions
GME_transactions_PVT.PROCESS_TRANSACTIONS:Transaction Header ID = 63414528
GME_transactions_PVT.PROCESS_TRANSACTIONS:Transaction Table passed in MTI->1 MMTT->2 = 2
GME_transactions_PVT.PROCESS_TRANSACTIONS:After calling INV_TXN_MANAGER_PUB.process_transactions l_return= -1 x_return_status= E x_msg_data = 
GME_transactions_PVT.PROCESS_TRANSACTIONS:Exiting with E
GME_API_PUB.SAVE_BATCH:Return status from process_transactions E
GME_API_PUB.RELEASE_STEP Return
            status from gme_api_pub.save_batch is E

The Inventory debug log ends with:

STEPS

The issue can be reproduced at will with the following steps:
1. Create batch
2. Add a new ingredient line to the batch using an API
3. Run the release_step API to release the step to which the new ingredient had been added
 
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the Oracle public API to release the step
