Inconsistent Behavior Of Profiles Search Function in Functional Administrator Responsibility

Values for "Profiles" LOV are not correctly shown in Functional Administrator responsibility
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Login using Functional Administration responsibility
- Click on Core Services > Profile
- Query a Profile Name by input a string and '%' wildcard. Eg: "Disable%"
This displays a profile. Eg: "Disable Self-Service Personal" (internal name "FND_DISABLE_OA_CUSTOMIZATIONS")
- Click Update Value icon
- Select site value 'Yes" and tab out
- This opens a Search page:
- Search By: (populated with "Lookup Code")
- Value: (populated with "yes")
- Results area (Show 0 rows)
Click Go and then "Results" area shows the lookup "Yes". Select it to complete the selection.
If one inputs "%" instead of Yes and tab out, the Results shows selections for both "Yes" and "No" WITHOUT having to click the Go button.
If inputs either "Yes" (or "No") and tab out, the Results shows no values. One has to click the "Go" button for the Results box to show a selection.
This behavior is inconsistent.
EXPECTED BEHAVIOR

If there is only one field match with the input then the text field should get auto-filled. Otherwise a LOV should be shown with the matching input criteria.
