Change at Assignment Level Resets the Balances of Dimension _ENTRY_ITD (Doc ID 2584826.1)

Symptoms

Problem Statement:

When there is a change in assignment, the values of ELEMENT_ENTRY_ID are re-generated for all element entries.

 Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Responsibility: US Super HRMS Manager

  2. Navigation: People > Enter & Maintain > Assignment > Make any change on assignment for example: Change Payroll
