R12: Project Template has Incorrect Effective Dates on Project Transaction Controls when Passing Dates through Quick Entry (Doc ID 2584951.1)

Symptoms

The customer has 2 different templates they are comparing. One template, when they pass the project start and end date in the quick entry, defaults those dates to the effective start and end date of the transaction controls. The other project template, also with the project start and end dates populated in the quick entry, pulls what appears to be an arbitrary past date and puts it into the effective start date and leaves the end date null.

The User's Guide says:

Specifying Effective Dates for Transaction Controls

You can define transactions as chargeable for a given date range by entering an Effective From and Effective To date for each transaction control record. You must specify a start date; Oracle Projects defaults this value to the Effective
From date of the project or task. The Effective To date is optional.
