ACTUAL BEHAVIOR

ADMIN User not able to create new Domain or provide Domain Grants and getting below error.



EXPECTED BEHAVIOR

ADMIN User should be able to create new Domain or provide Domain Grants

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OTM application
2. Create ADMIN user under DBA domain
3. Navigate to configuration and Administration --> Domain Management -->ADD Domain
4. Throws Error while adding the New Domain
