Second Level Approver is unable to view Claim comments

Problem Description

Second Level Approver is unable to view Claim comments. The issue can be reproduced at will.
1. Create a approval rule with first approver as User1 and second approver as User2.
2. Create a claim, add few comments and request for approval.
3. First approver can see the Claim comments in their notification. Approve the claim.
4. When second approver gets the approval notification, claim comments is NULL
