ACTUAL BEHAVIOR
Terms & Conditions is not picked up in the PO Output for communication report.

EXPECTED BEHAVIOR
Terms & Conditions will be picked up in the PO Output for communication report.

STEPS
The issue can be reproduced at will with the following steps:
1. Profile --> at site level --> PO: In File Path profile option value is xx_TOP/XX_FOLDER
2. Profile --> at site level --> PO: Terms and Conditions filename XXTERMS.txt
3. Run PO Output for communication and find that the terms and conditions is not printed from the above path and file.
