SG: Mid month Additional Earnings CPF calculation making the Net Pay negative (Doc ID 2586183.1)

On : 12.1.3 version, Core Payroll - General

ACTUAL BEHAVIOR
---------------
In December, before the regular payroll run, some employees are paid variable pay. This payroll is run for all employees using 'Mid Month' element set (including the seeded Statutory Deductions and other required custom elements) sand without any assignment set. In this case, for employees without any earnings, Additional Earnings CPF calculation is happening making the Net Pay negative.

The issue is for the employees who have underpaid AW when 'Additional Wages Capping Recalculation Report' is for December.

EXPECTED BEHAVIOR

Expect the system not to calculate CPF on AW in Mid month payroll.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Mid month payroll
2. Check SOE
