Symptoms
On : 12.2.7 version, Budgetary Control
When attempting to baseline the budget,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Navigate to Projects Responsibility
2. Go to Budgets, query for a respective project and Click on Baseline
3. Verify, if budget is successfully baselined
