Symptoms
Upgrade 12.1.3 to 12.2: Applying AD Delta Patch 28840822 Failed with ORA-12154: TNS:could not resolve the connect identifier specified.
Customer is upgrading from 12.1.3 to 12.2. Current release level is at 12.2.0 and applying AD/TXK delta patches as per document ID Applying the Latest AD and TXK Release Update Packs to Oracle E-Business Suite Release 12.2 (Doc ID 1617461.1)
